Biography

Dr. Vishnu Juwono is a permanent faculty member in Public Administration with the academic rank of Associate Professor at the Faculty of Administrative Sciences, Universitas Indonesia (FIA UI). He is also a researcher in two research clusters at FIA UI: Collaborative Governance and Dynamic Public Services (CG-DPS) and Politics of Taxation, Welfare, and National Resilience (PolTax). Additionally, he serves as the Head of the Bureau of Transformation, Risk Management, and Monitoring & Evaluation at the Administrative Center of Universitas Indonesia (UI). Previously, he held structural positions at FIA UI as Coordinator for International Cooperation (July 2017 – May 2020) and Assistant Manager for Research, Publication, and Community Services (December 2016 – July 2017).

He first held a structural position at the university as Head of Communications at Universitas Indonesia from 2009 to 2011 before pursuing his doctoral studies in London. He earned his Doctor of Philosophy (PhD) from the London School of Economics and Political Science (LSE), London, United Kingdom, in September 2016, with a full scholarship from the Jardine Foundation, Hong Kong. His doctoral thesis focused on the political history of governance reform and anti-corruption initiatives in Indonesia from 1945 to 2014.

In 1999, he completed his undergraduate studies at the Faculty of Economics, Universitas Indonesia (FEUI), earning a Bachelor of Economics (SE) degree in Management. After graduation, he immediately began working at PT. Danareksa Investment Management for two years in the Institutional Business Development division. He completed his Master of International Affairs (MIA) program at the School of International and Public Affairs (SIPA), Columbia University, New York, United States, in 2003. Following this, he worked as a staff member at the Executive Director for Southeast Asia Office, International Monetary Fund (IMF), in Washington, DC, United States, for one year until 2005.

Upon returning to Indonesia, he worked as a Governance Consultant at the World Bank Office in Jakarta due to his interest in development issues, particularly corruption and governance. In October 2008, he pursued a postgraduate program in Diplomatic Studies at Trinity College and Queen Elizabeth House (QEH), University of Oxford, United Kingdom. Additionally, he worked as a Research Associate for Good Governance at Universitas Paramadina. After completing his studies in the UK in August 2009, he worked at the UI Rectorate and as a guest lecturer in the Department of International Relations and the Department of Criminology at the Faculty of Social and Political Sciences, Universitas Indonesia (FISIP UI).

During his doctoral research at LSE, he was a Visiting Fellow at the Centre for Strategic and International Studies (CSIS), Jakarta, from October to December 2013; a Visiting Affiliate at the Asia Research Institute, National University of Singapore (NUS), Singapore, from January to March 2014; and a Visiting Fellow in the Department of Political and Social Change at the Australian National University (ANU), Canberra, Australia, in September 2014. Additionally, from May to June 2019, he served as a Visiting Scholar at the Faculty of Arts, the University of Melbourne, Melbourne, Australia.

  • Oversaw major milestones in bureaucratic reform, including national recognition for anticorruption efforts: the Faculty of Public Health was awarded the prestigious CorruptionFree Zone (WBK) status, while the Faculty of Administrative Sciences (FIA UI) and the Faculty of Medicine (FK UI) received similar recognition from the Ministry of Education, Culture, Research, and Technology (2022–2024). 
  • In 2024, FIA UI was further distinguished with the Gold Winner award in the Integrity Zone programme by the Ministry of Higher Education and Science. 
  • Led the design and institutionalisation of comprehensive Risk Profiles across both central university structures and individual faculties/schools, embedding a culture of robust risk management.
  • Directed quarterly evaluations of risk mitigation plans to enable data-driven decisionmaking and build institutional resilience. 
  • Spearheaded reforms in the Government Agency Performance Accountability System (SAKIP), elevating UI’s score from 80.23 (Category A) in 2020 to 94.6 (Category AA) in 2024. In 2022, UI achieved the highest SAKIP score among all Indonesian State Universities with Legal Entity (PTNBH) status. 
  • Supervised the university-wide quarterly performance review process to ensure transparency, accountability, and continuous quality improvement.
  • Delivered UI’s annual Performance Accountability Report to the University Board of Trustees (Majelis Wali Amanat), presenting strategic achievements and institutional outcomes. 3 
  • Served as Chair of the Organising Committee for two flagship global higher education events: the QS Asia Summit 2022 (Jakarta) and THE Digital Universities Asia 2024 (Bali), both co-hosted by Universitas Indonesia. 
  • Led institutional coordination and data preparation for global university rankings (QS, THE, and others), supporting visibility and performance enhancement at the university and subject levels. 
  • Under this leadership, UI attained its highest QS World University Ranking in 15 years—206th globally in 2025—and was consistently ranked in the top 10 in Southeast Asia in QS Asia (2023–2025). 
  • Achieved UI’s best-ever placement in the THE Impact Rankings: 18th globally in 2022 and top 5 worldwide in two SDG indicators for three consecutive years (2022–2024).

  • Served as Chief Editor of UI Update, a monthly internal magazine with a circulation of 3,000 distributed to faculty, staff, alumni, and students. 
  • Led a nationwide promotional campaign for the university’s revised student admission process, managing a budget of approximately USD 110,000. The campaign culminated in a national test across 46 cities, attracting 77,000 applicants—of whom only 5% were typically admitted. 
  • Oversaw the production and publication of an official admissions guidebook in 2010, financially supported by 19 corporate sponsors and distributed to 2,000 prospective students. 
  • Maintained close working relationships with national media outlets, resulting in frequent and positive coverage of Universitas Indonesia in major print, digital, and broadcast channels. During peak academic periods, UI was featured in at least one major media outlet per week.
  • Supervised UI’s participation in the 19th Education and Training Expo 2010 at the Jakarta Convention Centre (11–14 February 2010). The UI booth, visited by approximately 8,000 of the event’s 13,500 attendees, was awarded “Most Favourite Stand” based on visitor satisfaction

Played a key role in developing and managing high-level dialogues with MoF stakeholders. Drafted a funding proposal worth approximately USD 760,000 for human resource management and communication under the Multi-Donor Trust Fund for Public Financial Management Reform (MDTF-PFM). Contributed to the General Financial Management & Revenue Administration Project (GFMRAP) supervision mission (March 2007), the Development Policy Loan IV concept note, and authored a background paper on the HR profile and policy of the Directorate General of Tax for the PINTAR Project Appraisal Document. 
  • Anti-Corruption Initiatives: Co-authored and co-edited the Indonesian edition of Curbing Corruption in Indonesia, a joint publication between CSIS and USINDO, highlighting President Yudhoyono’s anti-corruption strategy. Participated in the development of a USD 2 million funding proposal under the Dutch Trust Fund for Corruption Prevention. Designed and managed a major anti-corruption workshop involving key national actors—such as the Corruption Eradication Commission (KPK), Supreme Audit Board (BPK), Attorney General’s Office, and CSOs—organised jointly with CSIS and MIT’s Poverty Action Lab. 
  • Legislative Budget Oversight Reform: Monitored the effective use of a USD 2 million Policy & Human Resources Development (PHRD) Grant from the Government of Japan under GFMRAP to strengthen legislative capacity in budget oversight, transparency, and accountability. Also prepared and oversaw funding proposals for legislative reform under the MDTF-PFM initiative. 
  • Facilitated multi-stakeholder consultations on governance reform with a wide range of partners including the Ministry of Finance, KPK, ADB, AusAID, USAID, UNDP, GIZ, Indonesia Corruption Watch, and Transparency International Indonesia.
